Definition
Elected president three times and overthrown each time, founder of panameñismo and the most divisive figure of twentieth-century Panama. The 1941 Constitution promoted under his government contained provisions denying nationality to Afro-Antillean and Asian communities — the point no discussion of his legacy can skip.
